The Treaty of Bajor, also known as the Dominion War Accords, was signed in late 2375 two months after the Battle of Cardassia. The leaders of the Federation Alliance and the Breen-Dominion Alliance met on Deep Space 9 to sign a treaty formally ending the Dominion War.

The treaty included stipulations that brought about the surrender of the Female Changeling, the end of the Dominion and Breen Confederacy's occupation of Cardassian space along with the immediate removal of all Dominion assets from the Alpha Quadrant. The terms of the treaty also largely left the Cardassian Union intact and unoccupied, with the exception of the territorial losses it suffered as a result of the Klingon-Cardassian War. Upon the signing of the treaty, Admiral William Ross remarked, "Four hundred years ago, a victorious general spoke the following words at the end of another costly war. Today the guns are silent. A great tragedy has ended. We have known the bitterness of defeat and the exultation of triumph. From both we have learned there can be no going back. We must go forward to preserve in peace what we've won in war." (DS9: "What You Leave Behind")

Terms of the Treaty

Under the terms of the treaty:

  • The Dominion swore never again to engage in hostile or aggressive conduct towards any Alpha Quadrant (the Breen and Cardassians made similar pledges);
  • All Alpha and Gamma Quadrant species have the right to transit the wormhole freely to conduct trade, cultural or scientific studies, or other peaceful exchanges;
  • The Dominion and the Federation, Klingons, and Romulans would exchange ambassadors and open economic relations;
  • The Dominion and Breen Confederacy were to pay war reparations in specified amounts to the Federation, Klingons, Romulans, and Cardassians; and
  • The former boundaries between the Cardassian Union and the Federation, and the Breen Confederacy and the Federation, were re-established.
  • No Dominion forces were to come within 10 lightyears of the exit of the Bajoran wormhole in the Gamma Quadrant
  • The Dominion agreed to allow Starfleet to set up a monitoring base in the Gamma Quadrant in the Idran system, near the wormhole.
  • The Cardassian Military would be disbanded and a civilian defense force set up in its place.
  • The Cardassian government would be returned to the control of the Detapa Council.
  • High ranking Dominion, Breen, and Cardassian officials will stand trial for crimes against the citizens of the Alpha Quadrant.
  • Cardassians agreed to allow outside aide and construction teams to help repair damaged planets and provide medical assistance.
  • A new border would be established between Cardassian space and Federation space.

The Treaty Itself

The following conditions are inaugurated into this agreement by the United Federation of Planets, the Klingon Empire, the Romulan Star Empire, and the Bajoran Republic (hereafter referred to as the Alpha Quadrant Powers) and the Founders of the Dominion of the Gamma Quadrant, the Cardassian Union, and the Breen Confederacy (hereafter referred to as the Gamma Quadrant Powers).

Article I: Cessation of War

  1. Effective stardate 52902.0, all hostilities by all armed forces under the command of each of the Alpha Quadrant and Gamma Quadrant powers are to be permanently ended. A general ceasefire order will be ordered by each of the powers at that time.
  2. All military forces of the Dominion, including Founder, Jem'Hadar, Vorta, or other allies are to withdraw from the Alpha Quadrant effective 26 hours following the general ceasefire order. No Dominion military personnel, spacecraft, or materiel are to remain in the Alpha Quadrant without the express written consent of the joint Alpha Quadrant powers.
  3. All military forces of the Cardassian Union are to surrender to the Alpha Quadrant Powers and withdraw from Allied space.
  4. All military forces of the Breen Confederacy are to withdraw from Allied space.

Article II: Territorial Claims

  1. All Alpha Quadrant territories presently under Dominion control, whether seized by force or by treaty, are to be returned to the control of the Alpha Quadrant powers.
  2. The Dominion will end its occupation of the Cardassian Union, reestablishing the Cardassian Union as a free and independent state.
  3. Territory previously claimed by the Cardassian Union prior to Stardate 50564.0, including the Cardassian Demilitarized Zone, that is currently occupied by the Alpha Quadrant Powers will be ceded to the Alpha Quadrant Powers pending further formal agreements.
  4. Territory previously claimed by the Cardassian Union prior to Stardate 50564.0 that is currently occupied by the Dominion will be ceded back to the Cardassian Union.
  5. Territory previously claimed by the Cardassian Union prior to Stardate 50564.0 that is currently occupied by the Breen Confederacy will be ceded back to the Cardassian Union.
  6. The Cardassian Union is prohibited from re-establishing any military presence beyond limited defensive needs.

Article III: Prisoners of War

  1. The Alpha Quadrant Powers will immediately release all Prisoners of War to their respective Governments.
  2. The Gamma Quadrant Powers will immediately release all Prisoners of War to their respective Governments, with the exception noted below.
  3. The entity known to the Alpha Quadrant Powers as the Female Changeling will be taken into custody by the United Federation of Planets where she will stand trial for war crimes. She will be entitled to full legal council.

Article IV: Travel Between Quadrants

  1. Dominion nonmilitary vessels and citizens shall be allowed to utilize the Bajoran Wormhole upon written request and consent by the Bajoran Republic and the United Federation of Planets.
  2. Any approved Dominion vessels entering the Alpha Quadrant are subject to search at any time.
  3. The Dominion must not restrict access of Alpha Quadrant vessels to the Gamma Quadrant so long as the Alpha Quadrant vessels do not do so to engage in armed conflict with the Dominion.
  4. The Dominion may not claim territory within 25 parsecs of the Gamma Quadrant end of the Bajoran Wormhole.
  5. The Great Link, and the planet on which it resides, may not be approached by any Alpha Quadrant vessel without expressed written consent from the Founders of the Dominion.
  6. Knowledge of the location of the Great Link will not be disseminated to interested third parties by any Alpha Quadrant Power, including the Cardassian Union and Breen Confederacy.
  7. The United Federation of Planets agrees to share all research on the cure to the Morphogenic Virus with the Dominion.

Article V: Breach of Treaty

  1. Failure to meet these conditions or attempts to not make good on the terms in this document will void all ceasefires and cause a return to open hostility.

This solemn declaration is simultaneously undertaken by the United Federation of Planets, the Klingon Empire, the Romulan Star Empire, the Bajoran Republic, the Cardassian Union, and the Breen Confederacy of the Alpha Quadrant, and the Founders of the Dominion of the Gamma Quadrant.

Immediate Aftermath of the Treaty

Once the treaty was signed. Starfleet began escorting the remaining Dominion forces back to the Bajoran wormhole so that they could return to the Gamma Quadrant. The terms of the treaty imposed a number of conditions on both the Dominion and the Cardassians, as well as the Breen.

The two and a half year war with the Dominion proved extremely costly, for all sides involved. Both the Dominion, and their allies, and the Federation Alliance suffered heavy losses.

Following the withdrawal of Dominion forces back to the Gamma Quadrant, Starfleet began assessing the total losses of personnel, ships, and resources. When the final numbers were added up, Starfleet lost nearly a third of its forces. The Romulans were less affected by losing a quarter of their forces. The Klingons had collected the most damage by losing nearly half of their forces.

Of all participants in the war, the Cardassians had amounted the most damage, having lost over 3 billion people. Most of those casualties occurred as the Dominion began decimating the rebelling Cardassian people. During this act, entire cities were leveled.
